Notice is hereby given that the Salem Redevelopment Commission (“Redevelopment Commission”), an instrumentality of the City of Salem, Indiana (the “City”), will receive sealed Request for Proposals/Qualifications (“RFPQ”) proposals/offers for a public-private agreement related to the potential designing, constructing, operating, transferring and developing of new road and utility infrastructure pursuant to the applicable provisions of the Indiana Code, including, but not limited to, Indiana Code Section 5-23. The City will receive sealed RFPQ proposals by mail, other courier service, or in person to the City of Salem, Attn: Clerk Treasurer, 201 East Market Street, Suite 101, Salem, IN 47167 until 2:00 p.m. local time on October 15, 2025.

Proposals/offers will be reviewed, and a recommendation to award the public-private agreement to a proposer/offeror will be given by either the Mayor or the Clerk-Treasurer. The Common Council of the City will then determine, after a public hearing, whether to accept or reject such recommendation.

The City reserves the right to reject and/or cancel any and all proposals/offers, to reject proposals/offers that do not meet the qualifications outlined in the RFPQ, and to waive any formalities or irregularities in the disposition process or in any proposal/offer. The City further reserves the right to reject all proposals/offers, should the City determine that the proposals/offers are not in the best interest of the City. The City reserves the right to have discussions with the proposers/offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements.
